About the Portal

Mon Smart Hub Portal is a key component of the "District Smart Hub for Effective Governance" project, developed under the State Collaboration Initiatives and funded by the Department of Administrative Reforms & Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions, Government of India.

Designed on a Hub-and-Spoke Model, Mon Smart Hub serves as an integrated district-level portal that brings together a wide range of departmental services onto a single digital platform. It ensures that citizens can access these services seamlessly with greater transparency, efficiency, and accountability. It serves as a single-window solution for news, events, feedback, and grievance redressal, making governance more citizen-friendly.

Mon Smart Hub Portal – Key Modules

1) Digitalization of Services Module

The first and most important module of the Mon Smart Hub Portal is the Digitalization of Services. A total of 14 services have been fully digitalized, enabling citizens to submit applications online, track processing, and download certificates, permits, or orders seamlessly.

These services are currently categorized under three departments:

  1. Deputy Commissioner's Office (11 services)
    • Judicial Branch: Income Certificate, Religious Certificate, Domicile Certificate, Marriage Certificate, and Movement-cum-Transport Permit.
    • Land Revenue Branch: Construction Permit, Duplicate Site Permit, and Renewal of Site Permit.
    • Development Branch: VDB Appointment.
    • Arms Branch: Carrying Permit and Purchase Permit for Arms & Ammunition.
  2. Mon Town Council (2 services)
    • New Trade Permit Issuance.
    • Renewal of Trade Permit.
  3. District Executive Force & District Administration (1 service)
    • Processing of Character and Antecedents Certificate.

Portal Login System

The portal provides two types of logins:

  • Citizen Login: After registration, citizens can log in, fill out forms, and submit applications for the available services.
  • Admin Login: Staff and officers from respective departments receive role-based access to process applications. A hierarchical processing system is in place:
    • First Level: LDAs and UDAs review applications and provide comments.
    • Second Level: Officers examine applications with remarks.
    • Final Level: Approval is granted by the highest competent authority.

After the application is approved by the highest designated authority, the finalized permits, certificates, or orders are uploaded to the portal. Citizens can then download them directly online without the need for physical visits.

A unique feature of the Mon Smart Hub Portal is the Application Tracking System. Once a citizen successfully submits a form along with the required payment, a confirmation message is sent to the registered mobile number and email ID, containing a unique tracking ID. This allows applicants to track the real-time status of their application.

The portal also has a robust Notification System to ensure transparency and timely communication. As soon as the admin uploads the approved certificate, permit, or order, the applicant immediately receives a notification via SMS and email, informing them that the document is ready for download.

Inter-Departmental Communication System Module

The second key module of the Mon Smart Hub Portal is the Inter-Departmental Communication System, designed to streamline official communication and ensure transparency. Its major features include:

  • Two-Way Communication: Officers across various departments can share and receive notifications, circulars, orders, and letters through the portal in a secure and efficient manner.
  • District-Level Committees: Notifications related to committees, circulars for upcoming meetings, and minutes of meetings can be uploaded and shared seamlessly among members.
  • Automated Reminders: Whenever new correspondence or committee-related communication is uploaded, automated SMS and email reminders are sent to the concerned officers or members.

Departmental Module

The third major module focuses on the development of departmental modules, ensuring each department has a dedicated digital presence on the portal.

Key features include:

  • Dedicated Department Pages: Each department has its own page on the portal for sharing important information with the public.
  • Digital Repository: Departments can maintain a secure repository of important documents, with the option to restrict access or make them public as per requirement.
  • Admin Access for Departments: Through admin login, departments can directly upload orders, circulars, notices, news, events, and other information on the portal's front page for wider publicity.

Special emphasis has been placed on four priority departments for greater public benefit:

  1. Health
  2. Education
  3. Police
  4. Mon Town Council – including digital issuance of Trade Permits.

Sub-Division Module

In the Sub-Division Modules, information related to the administrative sub-divisions of the district is already available, along with a digital repository for documents. Moving forward, as digital infrastructure in these subdivisions is strengthened, the digitalization of services will be gradually extended to these areas after proper assessment.

Connect & Update Module

The last major module of the Mon Smart Hub Portal is the Connect & Update Module, designed to enhance public participation, grievance redressal, and communication. Its core features include:

  • Public Grievance Redressal System
    • Citizens can directly submit grievances to the concerned departments and Heads of Departments through the portal.
    • If grievances remain unresolved within a specified timeline, they are automatically escalated to the Deputy Commissioner, Mon for intervention.
  • Feedback Mechanism
    • The public can share feedback and suggestions regarding government services.
    • Departments can review this feedback and take necessary corrective measures to improve service delivery.
  • News Section
    • A dedicated section to publish all latest news and updates related to the district, complete with pictures and details.
  • Events Section
    • A space to highlight events, programs, and major activities organized by any department for public awareness and participation.

Additional Features of the Mon Smart Hub Portal

In addition to the major modules, the Mon Smart Hub Portal also offers several supportive features to enhance transparency, accessibility, and public convenience:

  • Directory
    • A comprehensive directory containing contact details of officers from the administration, police, and other departments.
    • Regularly updated to ensure accuracy.
    • Includes all emergency helplines, as well as details of police stations and outposts within the district.
  • Important Downloads
    • A dedicated repository where the public can access essential guidelines, forms, memoranda, rules, regulations, and other key documents.
  • DC Office Section
    • Detailed information on each branch of the Deputy Commissioner's Office, including:
      • Branch functioning and responsibilities.
      • Services delivered.
      • Schemes implemented.
      • Contact details of the staff attached to each branch.
  • Gallery Section
    • A photo and video gallery showcasing events, programs, and key initiatives undertaken across the district.

In the near future, the portal will also be integrated with the land permits database, enabling the recording of fresh issuance of land permits through the portal.
